 Big Gaps and Big Opportunities in AI and ML

1. Implementation Gap: Big data, AI, ML, and NN are dominated by only a few countries. USA, China, only some EU countries, Japan, South Korea, partly India, Australia, NZ, and Canada have different levels of implementation, while other countries of the world don't have any implementation.
2. Talent Gap: Many countries of the world do not have their own implementation of big data, AI, ML, and NN. Many other countries do not have trained professionals or experts on these topics.
3. Gaps in Education: University expertise and educational opportunities are concentrated only in few countries, while universities, colleges, and other educational opportunities in the rest of the underdeveloped and recently developing countries do not have any or enough opportunities.
4. Technology Gap: Basic computing infrastructures, data centers, cloud infrastructure are concentrated only in few countries whereas other countries do not have local infrastructure and resources.
5. Infrastructure Inequity: Computers, servers, and data center equipment are lacking or non-existent, or insufficient to be self-dependent to utilize big data, AI, ML, and NN capabilities, and so are completely dependent on other wealthier countries with their own infrastructure.
6. International Exploitation: China is investing resources to build its "Belt and Road Initiatives connecting countries across the globe, but unfortunately in selected countries to exploit their mineral resources and agricultural land, establishing ports, with no intention to help these countries but only to exploit them, plus bind the countries in a debt trap, with later intention to occupy the ports and the built infrastructure forever.
7. United Nations Gap: The UN and other various UN agencies and organizations are dominated by only a few countries like China, the USA, and only some EU countries. The other countries only get to vote but only influenced the same countries that are exploiting them. However, the weaker countries that vote get short-changed for any benefits.
8. Unequal Advantages in the UN: The exploited countries remain dependent on the leading countries, never to get any chance for development in computing and communication technologies. This has been the unfortunate status for many decades to centuries for the poor nations.
9. Severe Gaps due to Corruption: Corruption in Under Developed and Already Developed countries is the cause of the big gaps. Corruption is creating havoc in all countries of the world, in backward, developing, and developed leaders in different ways, resulting in the exploitation game, making rich countries richer and rich in those countries disproportionately richer.
10. China is Employing only Chinese in the Belt and Road Initiative: China does not use local talent and labor resources in the countries where the BRI infrastructure is being built. China uses a boatload of Chinese brought into the countries to do all the work from laborer levels to top management, denying any opportunities for the local talent in the country. Even though the BRI is a way to provide employment to Chinese workers and managers, and also to the Chinese army at cheap wages and horrible living conditions for the Chinese migrant workers. As the BRI and the infrastructure in different countries have to pay back the debt with opaque contracts, ultimately financing in terms of debt payback for many decades in the future, thus actually financing Chinese laborers and management, sacrificing any opportunity for employment and livelihood for their own citizens.
11. Spying Intentions of the BRI: Big Data, AI, and ML, plus IoT in the Chinese BRI is a way to spy on the citizens, different national activities, and also the government. As a result, the infrastructure does not provide any benefits to the host countries, as it is owned by the predatory Chinese, never benefitting the poor countries in an aspect, but only sacrificed and compromised national security.
12. BRI for China's Benefits Only: BRI is an export business opportunity, wealth creation for China, and at the same time the "Big Chinese Uncle Xi" watching over all the exploited countries, and ultimately "Chinese Spying Eyes" watch over the countries and the world.
13. Rich Countries get Richer: This is the ultimate and ugly gap in not only big data, AI, ML, and NN, but also in wealth and control creation for the rich countries.
14. How to Create Equitable and Ethical Big Opportunities?: Big Gap could also be Big Opportunities for poorer and underdeveloped countries only when "Haves share with Have Nots" share equitably and ethically. Ultimately, genuine ethics is the only solution for true equity among the countries of the world.
